In this report, written in the second half of 2010, we analyse the latest publications in the field of electromagnetic characterization of complex electromagnetic materials. The analysis of modern trends in the relevant special literature is done.  

As the main result of our analysis we conclude that, most likely, a breakthrough in approaches to the electromagnetic characterization of nanostructured materials is coming soon. Though the report is written in a strict scientific manner, it is also hopefully useful for beginners.
